if i had the SAT test would taking ielts increase my chance of getting a scholar

IELTS and SAT are two different exams. They are independent tests and are taken for different purpose. SAT is a qualifying exam for admission in American/Canadian Universities whereas IELTS tests your proficiency in English.
SAT is a standardized test widely used for undergraduate level college admission in the United States. It tests for your general educational skills in math, English writing and comprehension. The weight on SAT score varies from college to college. SAT is one of the many criteria evaluated by universities before admission. Other criteria are GPA, educational transcript along with other recommendations.
IELTS is the most commonly used English language proficiency test to get admission in the English speaking countries. It comprises reading, writing, speaking and listening subsets and is designed for people who want to work in an English speaking environment. It is the most preferred English proficiency test for universities in Australia, Britain, Canada, Ireland, New Zealand and South Africa. This test is also accepted by most of the colleges in US and other nations. IELTS test-takers are given scores, on a scale from 1 to 9, for each part of the test. The average of the four subsets is then used to determine the overall score. The score requirement is different for different universities ranging from 5.5 to 8.
So, it all depends on the requirement of the university you are applying for. It is compulsory for most of the universities to do IELTS/TOEFL along with SAT to qualify for undergraduate admission and it is not such that doing IELTS will increase the chance of scholarship or not.
